Director of Campus Utility Systems

Position Summary

Directs 31 full-time personnel in production and distribution of electricity, chilled water, steam, and water to the Logan University campus. Oversees maintenance and operations of critical utility production plants, including cogen and hydro electric generation, utility tunnels and distribution infrastructure. Responsible for $9 million annual utility budget. Directs campus energy management initiatives and advises on utility/energy procurement strategies for natural gas, electricity and water. Serves as primary USU liaison to numerous committees and councils having local, University, State, and National representation.

Responsibilities

1. Directs daily operations and maintenance of campus owned utility production infrastructure exceeding $200 million in replacement value to achieve optimal levels of redundancy, reliability, efficiency, and safety. Develops and administers comprehensive O & M Plans for all USU utility systems. Primary infrastructure includes 4.5 MW electrical cogeneration, 300 kW hyrdro plant, two substations, high voltage distribution, steam boilers, multiple hot water heat exchangers, 5,200 tons of central chilling capacity, distributed chillers, 2 million gallon chilled water storage tank, two culinary water wells, 1 million gallons in potable water storage, building HVAC and controls, as well as all related utility distribution systems. 2. Provides effective leadership and direction to 29 non-exempt and 2 exempt positions to ensure effective management of the campus utility system. Manages personnel training and development, succession planning, position creation, hiring and discipline. 3. Develops and defends annual utility budget request. Works with Facility cost accounting function to recommend and defend campus utility charge out rates. Administers continuous capital asset assessment program to monitor capital utility asset lives, projecting replacements and costs of replacements over a moving ten year plan. Develops and defends capital infrastructure improvement budget. Monitors expenditure of all approved utility budgets and periodically reports on budget status to senior university administration. 4. Represents and directs comprehensive campus energy management program to promote continuous improvement of related operational and cost efficiencies. Energy management responsibilities include procurement of energy and utilities, as well as, responsibility for production, distribution and end-use of all utility and energy resources. Monitors trends and reports accomplishments to the campus community. 5. Coordinates closely with campus Sustainability function to recommend and report on divisional initiatives that improve campus environmental sustainability. Compiles annual data on pollution emissions and reductions in emissions related to operational improvements and the campus climate commitment. Acts as chief environmental officer on all permits related to the Campus Utility Systems. 6. Ensures a safe, productive, and comfortable work environment for assigned Utility personnel to ensure high levels of employee job satisfaction, teamwork, and strong morale.

Minimum Qualifications

Bachelor's degree, Engineering related. 5-8 years of related experience.

SKILLS AND KNOWLEDGE:
Advanced Analytical: Assess the needs of department, sets goals, and devises strategies to achieve departmental goals. Continuously analyzes operational and cost efficiencies and proposes process and procedural improvements. Analyzes changes in all utility system environmental impacts toward meeting stated campus goals. Advanced Project/Process Management: Organizational, planning and implementation skills are required. Proposes, coordinates, manages capital infrastructure improvements on campus utility systems. Proposes, coordinates, and oversees operational improvements to utility system processes. Manages all personnel functions within division. Intermediate Computer/Technical Knowledge of computer software used in utility industry. Intermediate understanding of SCADA (supervisory control and data acquisition) and facility automation control systems. Word processing, speadsheets, database query and report generation, presentation software and internet skills are required. No programming required. Intermediate work processing and data management skills. Advanced Written and Oral Communications: Communicates at highest university administrative levels, to Logan City staff, professional peers, and vendors. Must have superlative presentation skills, practice diplomacy and collegiality, and have the ability to relate complex utility, energy market, and engineering issues to lay-person terms.

Office Environment: Employees are protected from weather conditions or contaminants, but not necessarily occasional temperature changes. Outdoor Environment: Employees work outdoors and may not be protected from weather conditions. Noise: There is sufficient noise to cause you to shout in order to be heard above the noise level. Hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, or exposure to chemicals. Oils: There is air or skin exposure to oils or other cutting fluids. Close Quarters: Employees are frequently required to work in crawl spaces, shafts, manholes, sewage and water line pipes, and other areas that could cause claustrophobia.
