This vacancy announcement is open to all United States Citizens. There is one engineering position being filed by this vacancy announcement in each of these locations: Castle Dale, Cedar City, and Fillmore, Utah.
The incumbent serves as a field engineer and is primarily responsible for providing technical guidance and leadership in the overall planning, design, installation and maintenance of engineering phases on soil and water conservation practices, and may be called upon to assist elsewhere in the state of Utah.

1. Responsible for providing engineering assistance required for implementation of conservation practices. Assistance provided includes planning, design, and installation of irrigation systems, ag-waste systems, wetland restoration, stock water systems, stream restoration, and other conservation practices installed by clients with agriculture enterprises on cropland, pastureland, and rangeland.
2. Responsible for inspection and certification of common and complex conservation practices to ensure that they comply with NRCS standards and specifications.
3. Provides training to peers and field office staff in surveying, design, drafting, and the inspection/certification process.
4. Provides leadership and guidance in a manner that consistently demonstrates fairness, cooperation, and respect towards co-workers, office visitors, and all others in the performance of official business.
5. Assists the Area Engineer with design reviews an! d annual quality reviews for engineering practice implementation area w! ide. Assists the Area Engineer with evaluating and providing for the training needs of field office staff.
QUALIFICATIONS REQUIRED:
Qualification Statement : Applicants who fail to meet and document all the listed requirements by the closing date of this vacancy announcement will be found ineligible for consideration. This position has both a positive education requirement and a specialized experience requirement. ALL applicants must meet both sets of requirements, and must submit a legible copy of their college transcripts in order to be considered.
Basic Education Requirement : Method A, B or C
Method A : Applicants must have a bachelor's or higher degree in professional engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum; OR
Method B : Applicants! must have a bachelor's or higher degree in professional engineering from an accredited college or university. The curriculum included differential and integral calculus (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: 1) statistics, dynamics; 2) strength of materials (stress-strain relationships); 3) fluid mechanics, hydraulics; 4) thermodynamics; 5) electrical fields and circuits; 6) nature and properties of materials (relating particle and aggregate structure to properties); and 7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
Method C : Applicants must have successfully received college level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both the! oretical and practical, of the engineering sciences and techniques and ! their applications to one of the branches of engineering. This is demonstrated by one of the following: 1) Professional registration by any State, the District of Columbia, Guam, or Puerto Rico; 2) passing the Fundamentals of Engineering (FE) or Engineer-in-Training (EIT) examination, or the written test required for professional registration, and 3) completed all the requirements for a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences as described in "B" above.
Grade Level Qualifications : In addition to meeting the basic education requirements outlined above, applicants must also have and document the following:
GS-9 Grade Level :
Experience : Possess and document at least 1 year of specialized experience equivalent to the Federal GS-7 level. This experience must have equipped them with the p! articular knowledge, skills, and abilities to successfully perform the duties of a Civil Engineer, and must have been in or related to the work of this position. Examples of specialized experience include working with construction drawings, interpreting specifications and drawings, cost estimating, computing quantities of materials and volumes, reasonable contract changes, and contract administration functions for construction projects (i.e. making sure contacts are being followed) ; OR
Education : Possess at least 2 years of progressively higher level graduate education leading to a Master's degree (36 semester hours) or higher graduate degree with a major field of study as listed in "A" above; OR
Combination of Experience and Education : Possess a combination of specialized experience and education. To compute this combination, first determine your total qualifying experience as a percentage of the requirement. Then determine your qualifyin! g education as a percentage of the education requirement. Both must tot! al 100%. Note: Only graduate level education in excess of the amount required for the next lower grade level may be combined with your experience.
GS-11 Grade Level :
Experience : Possess and document at least 1 year of specialized experience equivalent to the Federal GS-9 level. This experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Civil Engineer, and must have been in or related to the work of this position. Examples of qualifying specialized experience includes having made informed decisions on conservation problems and issues; experience working independently to perform tasks such as conducting field surveys and collecting field data for planning, design, layout, and construction of projects using various forms of conventional survey equipment and current technology; preparing engineering plans and specifications; determining feasibility for conservation practices; c! omputing quantities to be used in the project; design and implementation of conservation practices including irrigation systems (flood, sprinkler, drip), animal waste systems, stockwater systems, and streambank protection; and providing training to others on the above items.; OR
Education : Possess at least 3 years (27 semester hours or equivalent) of progressively higher level graduate education leading to a related Ph.D. or equivalent doctoral degree; OR
Combination of Experience and Education : Possess a combination of specialized experience and education. See note above for computation.

Additional Qualifications:
- A valid Driver's License. You will be required to operate a motor vehicle on both public and private roads during daylight hours and occasionally after dark
- Work is in the field and has a physical component
- You may be required to travel, 1-2 nights per month.
- You will be required to serve a probationary period for 1 year, if you haven't already completed one.
- Status Applicants must meet 12 months/52 weeks of service equivalent to the next lower grade in the normal line of progression for the position to be filled.
